New drivers: new limit to the power of the car

It entered into force today, 10 February 2011, a new law which requires, for the duration of 1 year license, the requirement for new drivers to get to drive vehicles with relative potencies of 55 kW / ton with a maximum power total of 70 kW. This legislation was created in order to reduce road accidents, thus in effect preventing the novice and inexperienced drivers, to get to drive the high power values.

The law on maximum power driveable by novice, but has had a very troubled path, is already well four years ago, in 2007, a limitation was intended to power values for the uninitiated, but legislation has never entered into force due to a fundamental paradox, which is an indication of a power to weight ratio up to 50 kW / tonne, which allowed new drivers to drive heavy vehicles, but powerful.

The registration certificate is obviously the only official document to show to which new drivers can drive cars, because you can accurately calculate the power / tare values showing the driver in the field. What is tare? Tara is the weight of the car in running order (the empty mass of student) added with 75 kg more conventionally assigned to the driver of the car itself.
