Annual Report of the Federal Motor Vehicle Office: Only 33 726 Trabis

The Federal Motor Transport Authority (KBA) in Flensburg, today presented its annual report for 2010. Then the hand reached to vehicles registered in Germany with 59 million record levels. Leg the other hand, is developing for years a consistent level, but again much larger than for men. The fleet reached on 1 January 2011 with about 59 million units, a new record.

In 1994 it was the first official count after the reunification of 52.1 million vehicles (including those temporarily closed). Since 1 January 2008, only registered vehicles without even temporary closures or decommissioning will be counted as inventory, illustrates these trends are only more impressive.

20 years ago there was in the then eleven federal countries, 38.9 million vehicles. In total there are 7.2 million cars in the new states admitted, about 16 percent of the total. The average age of 8.0 years, slightly below the national average of 8.3 years. A hallmark of the German Democratic Republic was certainly beyond the limits of the known "Trabi".

At the time of reunification, there were about a million of them. Today, Germany still 33 726 satellites made by Sachsenring registered in the KBA. Wartburg or other Eastern European brands from the pre-revolution time you will encounter due to the much smaller numbers even more rarely on the road.

Achromatic colors dominate the appearance of automobiles. Grey and black are still the top color on the popularity scale. But more and more bodies are also evident in also achromatic, but clean and white. This painting (11.5 percent), repressed even blue from third place. The carbon dioxide emissions of newly registered passenger cars was reduced in 2010 to an average of 151.7 grams per kilometer.

In September, the "scrapping" and the resulting increase in small car sales for the first time achieved an average monthly income below 150 g / km. About two-thirds of new registrations in line as early as 2010 of € 5 technology. With 8.995 million people increased the number of traffic central register (VZR) registered persons in the course of 2010 to around 31 000 conspicuous road users.

About a third of all on 1 January 2010 still constitute part of a points scoring account holders were at least two years after the probation period will be deleted from the register without re-incidence in the course of 2010. 3.224 million people were in the past year included a new registration.

The balance sheet has entries and exits on their driving so that by 1 January 2011 a slight increase of 0.3 percent from the previous year. The volume of messages that remained in the Register in the last ten years almost constant. With 81 percent penalty decisions are the focus. They are followed by decisions of the courts and driving license authorities by 14 percent and judicial decisions on criminal offenses with about five percent.

The men have a share of 78 percent is still the main "customer" of the VZR. Although men and women with regard to the frequency of misconduct on the road are very different, they have one thing in common: over half of registrations they get for speeding. There are clear differences, but also men fall disproportionately on trips often because of alcohol, while women tend to have problems with the right of way.

In total, nine million people registered in the Register in - but not all are as to see incorrigible sinner '. Well over half - namely five million - are charged only with 1 to 3 points. Around 1.6 million of people have 4 to 7 points, where there are already many "repeat offenders" again, or persons with a criminal offense, punishable by at least 5 points.

Even in the fight against the "driving license tourism", the KBA was in conjunction with neighboring countries successfully. In recent years, had always been people who had lost their driving license, obtained a new license in an EU neighbor, who then should re-apply for the whole of Europe.

This approach was interesting for people who shied away from the high German standards such as a medical-psychological assessment (MPU) or had not already successfully completed. They were often willing to pay several thousand euros to sometimes dubious intermediaries. There are a variety of "packages" to organized travel, apparent residence abroad and license guarantee.

One of the requirements for obtaining a driving license is in fact, that his regular residence in the application country. This is to prevent that one can be issued in several EU countries have a driving license. That would contradict the principle that every EU citizen may only be in possession of a valid driving license and a valid driving license.

Since 2004, the KBA has passed about 15 000 operations to foreign entities, which means only the tip of the iceberg, as abuse cases are uncovered by chance during traffic checks. The most popular "tourist countries" used to the Czech Republic and Poland with about 80 percent of all cases.

A European working group, taking part also the responsible department of the KBA, is concerned also with the subject. The European Court's decisions so far put the emphasis more on the free movement of citizens on traffic safety. This may change in future, however. Germany has implemented the beginning of 2009 provisions for the recognition of foreign driving licenses from the revised EU Directive into national law.

Documents issued abroad after that date, although a driving license revocation is in Germany, will not be accepted. The withdrawal can be used so long against the person to a corresponding entry is deleted on their driving (ten to 15 years). This change has apparently put off many potential customers and increase the willingness of foreign driving license authorities to make inquiries in case of doubt, before a license is issued.

In any case, the KBA received the number of cases decreased significantly. In 2006, even 3400 operations had been transferred to foreign countries, in 2010 only 1400th Now be collected in the affected countries increasingly unjustified issued licenses again. Here, the German authorities are asking for assistance as the culprit to be in the rule in Germany.

The cooperation with the Polish authorities has improved considerably, and the Czech Republic is currently pursuing about 1,000 cases, with German assistance to unauthorized Czech driving license issued to recover. Conversely, there are only a few individual cases where a license is lost tourist from abroad to Germany.

Obviously, here are the requirements for qualification, training and testing and, subsequently, the associated costs so high that there is no incentive. (Ampnet / Sm)
