Federalism: Regional superbubbles for the SUV?

The spectrum of the superbubbles for SUVs and powerful cars back again to hover between the owners of cars more expensive and powerful. The issue is closely linked to fiscal federalism and the Regions, at its discretion, may rely on it. Unfortunately, or fortunately depending on your point of view, it seems that the proposal is one of the few on which the majority in the government and opposition agree.

The measure would serve to compensate, at least in part, the cuts in transfers from the state budget to the Regions for 4 billion, which was implemented last year by the government (in addition to "scissor kick" given also to the regional health funds). In the executive compensation plan to invest EUR 420 million in local public transport.

The details are still a few superbubbles is rumored as the 130 kW discriminated between those who pay the ordinary stamp and who you have to add the surcharge regions. If the measure passed, it would probably be like going back in time showing very little foresight and inability to not put his hand to the pockets of taxpayers: new tax would be objectively discriminate against those who, through VAT, already pay handsomely for the State the luxury of having a certain type of car.

Not to mention the cost of stamp duty and fuel (excise laws) which are closely related to engine size and power. Also it seems that does not take into account the impact that such measures could have on already troubled auto market, still under the effect of the crisis: the power of 130 KW, if it were really the "threshold" is now affordable for a 2.0 turbo diesel engine, not too exaggerated, but "big engine".

What would be the economic impact on manufacturers, dealers and everything that revolves around the automotive world?
